BASF is currently building a new Verbund site in Zhanjiang, Guangdong province. Announced in July 2018 and officially commenced in November 2019, BASF Zhanjiang Verbund Site Project would be BASF’s largest investment with up to US$10 billion upon completion and would be operated under the sole responsibility of BASF. BASF Zhanjiang Verbund site would ultimately be the third-largest BASF site worldwide, and will be built into a role model for smart manufacturing and sustainable production by utilizing the latest digital technologies and applying the highest safety standards.  

Main Tasks

- Develop customized owner’s “RisQ inspection” concepts for critical chemical equipment of BIG plants to monitor the equipment condition in close collaboration with related plant operation teams (e.g. Maintenance, Operation, Asset Management).
- Define inspection and testing scope within the owner’s RisQ inspection concept for the entire life cycle of these critical equipment such as initial state measurement during fabrication, periodical in-service and out-of-service inspections in close collaboration with related technical disciplines (e.g. Engineering, Materials Engineering, NDT, Quality Supervision).
- Manage legal inspection and RBI activities for BIG plants, equipment, piping and safety appurtenances (e.g. valves), coordinate inspection and testing work in close collaboration with legal authorities (e.g. Market Regulation) and local inspection/ testing service providers (e.g. Special Equipment Institute) and incorporate legal inspection and testing work into overall inspection concept for individual BIG plants.
- Manage interfaces with related disciplines (e.g. Engineering, Materials Engineering, NDT, Quality Supervision, Maintenance and Operation) and incorporate the latest developments from their technical field into owner’s RisQ and RBI concepts such as failure case analysis for equipment in operation and/or in fabrication, NDT and remote inspection techniques for chemical equipment.
- Implement overall inspection concept in BIG site inspection management and TAR strategy, BIG processes, and their contractors’ strategies (for Inspection, Testing and Material Analytical Services) in close collaboration with related plant operation teams (e.g. Maintenance, Operation, Asset Management).
- Technical support to BIG plant TAR preparation and execution, assisting in the planning, cost estimation and execution of the TAR scope and coordinate and support execution of overall inspection and testing plan together with legal authorities.
- Analyze, review and verify inspection findings and results, develop recommendations for repair, upgrade and/ or modification solutions regarding inspected chemical equipment and provide technical support for the follow-up, communicate verbally and in writing to other internal functional divisions in clear, structured and effective manner for their further actions and pro-actively involve other technical disciplines if necessary.
- Maintain and implement BIG site inspection management system (site inspection management database and documentation/ storage system) which includes all relevant information such as RisQ and RBI concepts, inspection and test records, project and OEM files.
- Support legal inspections for new procured chemical equipment (pressure equipment, piping and safety appurtenances (e.g. valves) before installation and/or commissioning.
- Technical supervisor of the Inspection team, support sustainable BIG technical expertise development in relevant field of expertise, lead and/ or coordinate to promote best practices and effective use of the latest industrials’ technique & knowledge in relevant field of expertise.
- Responsible for staffing, cost allocation and cost recovery of team, direct and prioritize the workload of team staffs.
- Functional leadership for Inspection expertise as process owner for e.g. workflows, roles & responsibilities, division of work, interface management, risk-based inspection concept process etc..
- Train and coach the direct report and develop the succession planning, set-up and maintain proper training system to drive professional development of inspection engineers, technicians and contractors.
- Be responsible to maintain and develop the capabilities, competency assurance and service offerings of Inspection team in context with BASF and BIG site strategies.
- Be responsible for performance management and monitoring of the team and execute employee’s appraisals, employee dialogue, target agreements and performance appraisals for the team.
- Review and organize relevant experience exchange and share the best practices within BIG relevant stakeholders (e.g. EHS, Engineering, Technical Expertise, Maintenance, Operation and Asset Management) for sustainable development and improvement on equipment integrity, safety and reliability practices.
- Be the focal point for technical expertise for Inspection in BIG site, implement BASF global critical business case services on behalf of BIG, enhance and coordinate relevant activities in regional and global Technical Community, set-up networks with legal authorities (e.g. Market Regulation) and inspection/ testing service providers (e.g. Special Equipment Institute) and maintain expert network in within BIG, GC and the global technical community.
- Be responsible for the implementation of EHS policies, EHS procedures and BASF “Responsible Care” codes of the BIG site to ensure compliance and safety during work execution.
- Develop and update relevant work instructions and/or manuals in the field of work based on legal EHS regulations, codes and standards of China and BASF company EHS policies and regulations.
- Ensure adequate training and strict compliances of occupational safety topics such as EHS operating procedures, work instructions, work permit system, EHS guidelines, local and international rules and regulations to BASF employees and contractors.
- Lead and support all occupational safety activities to identify unsafe conduct and conditions (Hazard Identification & Risk Assessment), to investigate accidents/ incidents, near misses and unsafe situation and to report to the respective management level in an open and pro-active manner in cooperation with production, laboratories, and EHS safety departments.
- Always ensure safe work environment to employees and contractors, equip them with proper and suitable PPE and tools, and furnish the workplace in a way to comply with all EHS standards (e.g. exposure of hazardous substances Internal and noise, ergonomic factors).
- Support the EHS review during operation, change implementation and projects, collaborate and conduct process safety reviews, PSSR etc. with relevant stakeholders.

Requirements

- Bachelor’s degree in mechanical, chemical, materials engineering, welding or equivalent. Master’s degree will be an advantage.
- At least 9 years total work experience with minimum 6 years’ experience in chemical industry. Maintenance, Operation, Asset Management, Technical Site Service or TAR experience and leadership experience will be an advantage.
- Solid knowledge of different non-destructive testing (NDT) methods and their application.
- Solid knowledge of Chinese and local inspection related standards, codes, and safety regulation for chemical equipment (e.g., TSG, GB) .
- Solid knowledge in inspection of petrochemical/ chemical equipment, its methods about investigation tools and techniques like RBI and its program management .
- Basic knowledge of Chinese and international engineering and codes and standards (e.g. GB, AWS, ASME, ASTM, EN) .
- Basic knowledge and experience in inspection and fabrication process of fabricated equipment (e.g. pressure vessels, heat exchangers, columns) .
- Basic knowledge of quality management systems, QA/QC systems and of QA/QC philosophy .
- Basic knowledge and experience of different kinds of welding methods and their applications .
- Strong Leadership skills, solid communication skills to facilitate cross-discipline communication, to manage interfaces and to drive a continuous improvement process.
- Solid skills of Microsoft Office application (Word, Excel, PowerPoint, Outlook) .
- Solid skills of spoken & written technical English.
